 Call for input by the Independent Expert on SOGI 

 

 

The UN Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity, Victor Madrigal-Borloz, has issued a call for inputs to his upcoming thematic report: “Marginalisation and exclusion from socio-cultural environments”, to be presented at the 74th Session of the UN General Assembly on 17-30 September 2019.

The report will discuss how inclusion protects people from violence and discrimination, and the State’s role in promoting and nurturing social, cultural, political and economic inclusion, Finally, it will develop recommendations to States and relevant stakeholders.

To guide the report, the Independent Expert has requested input on the following 7 topics (abbreviated):

  1. Key areas in which people suffer socio-cultural and economic exclusion, as a result of violence and discrimination on the basis of SOGI.
  2. Root causes and structural factors behind marginalisation and exclusion, e.g. laws, policies, institutional practices, organizational behaviours, and prevailing ideologies, values and beliefs.
  3. State efforts to address exclusion through legislation, policies, data gathering and other means, e.g. poverty, education, homelessness and health.
  4. Complaints mechanisms available and accessible to LGBT people facing discrimination.
  5. Actions to ensure socio-cultural and economic inclusion based on SOGI in national and regional implementation of the SDGs.
  6. Actions to raise public awareness and sensitisation on SOGI issues, in order to promote the meaningful socio-cultural and economic inclusion of LGBT people.
  7. Services provided by civil society to excluded and marginalised LGBT people.

Country visits by the Independent Expert on SOGI

 

UN Independent Expert on SOGI, Victor Madrigal-Borloz, undertakes 1 to 3 fact-finding country visits per year.

In 2019, he is visiting Ukraine and Sri Lanka.
In 2018, he visited Georgia and Mozambique.
In 2017, his predecessor Prof. Vitit Muntarbhorn visited Argentina.

In March 2018, Victor Madrigal-Borloz made 12 country visit requests, and in this section you may find information about current status of the requests. Additionally, on 4 July 2018 Malta invited the Independent Expert to visit their country.
