Project on UN SOGIESC advocacy,
national follow-up and implementation

ILGA World is looking for local organisations to join the project aimed to follow-up and implement LGBTI/SOGIESC recommendations and to support future engagement with UN human rights mechanisms. 

The call is open to organisations and/or coalitions from the following countries: Albania, Benin, Costa Rica, Eswatini, Fiji, Gabon, Guatemala, Honduras, India, Kazakhstan, Kyrgyzstan, Marshall Islands, Mongolia, Morocco, Nepal, Paraguay, Peru, Samoa, Suriname, Trinidad and Tobago, Ukraine, Uruguay, and Zambia.

Background

Over the last few years, there was a significant growth in the number of recommendations on sexual orientation, gender identity and expression and sex characteristics (SOGIESC) issued by United Nations human rights mechanisms, such as Treaty Bodies, Universal Periodic Review and Special Procedures. This growth is mainly due to the hard work of many LGBTI human rights defenders and local and international organisations.

These recommendations have been proved to be important tools in creating legislative and policy changes in domestic contexts of the LGBTI persons’ human rights. Nevertheless, there is still a significant gap when it comes to the national follow-up and implementation process of these recommendations. 

Acknowledging that national processes aimed at implementing UN recommendations require expertise in domestic legal and policy contexts and experience in mobilizing local communities, ILGA World is looking for local organisations willing to be partners in a year-long project aimed at jointly creating and implementing strategies to follow-up on UN SOGIESC recommendations and reporting to UN human rights mechanisms.

Project

The project is aimed to start in March-April 2022 and the organisations will work directly with the UN Programme Team staff from the ILGA World office. The project will be developed primarily remotely, with a possibility of in-person engagement with UN human rights mechanisms in Geneva subject to the regime of restrictions due to the Covid-19 pandemic.

During the first part of the project, the local organisations will receive target training on UN human rights mechanisms, according to the previously received recommendations and/or upcoming engagement opportunities. The training sessions will also cover general aspects of human rights advocacy, such as data collection and report writing. 

The second part of the project will be focused on developing and implementing a year-long strategy aiming at follow-up on and implementing existing SOGIESC recommendations and/or collecting data, drafting reports and preparing advocacy strategies for UN engagement.

ILGA World will provide technical and financial support throughout the process, which will be agreed upon in the beginning of the project.

Selection criteria

The call is open to organisations led by or focusing on the rights of persons of diverse SOGIESC based in the following countries: Albania, Benin, Costa Rica, Eswatini, Fiji, Gabon, Guatemala, Honduras, India, Kazakhstan, Kyrgyzstan, Marshall Islands, Mongolia, Morocco, Nepal, Paraguay, Peru, Samoa, Suriname, Trinidad and Tobago, Ukraine, Uruguay, Zambia.

Among the criteria for the selection of the organisations to be part of the project, ILGA World will consider:

• previous experience of advocacy for SOGIESC and/or related issues (e.g. HIV/AIDS, sexual and reproductive health and rights, gender-based discrimination and violence), especially in UN or regional human rights mechanisms contexts;
• engagement with rights of underrepresented groups inside the LGBTI community, such as trans and intersex human rights, as well as working on intersecting forms of violence and discrimination, e.g. rights of LBTI women, LGBTI persons of color, LGBTI persons with disabilities.

Week 28 March-1 April 2022: initial meetings for the project
