From 2011-2013, the Commission developed reforms to its Rules, its policies and practices, in order to strengthen the protection and promotion of human rights in the hemisphere. As a result, on March 18, 2013, the Commission issued its Resolution 1/2013 "Reform of the Rules of Procedure, Policies and Practices.”
In accordance with the amendment that came into force on August 1, 2013, Article 59 of the Rules of Procedure provides that the Commission shall present in Section “A” of Chapter IV of its Annual Report, “an annual overview of the human rights situation in the hemisphere, derived from its monitoring work, which shall identify the main tendencies, problems, challenges, progress and best practices of civil and political rights, and social, economic and cultural rights.”
In consideration of the issues presented by States, civil society and other actors of the Inter- American Human Rights System, the Commission decided to address, on this occasion, the topics of universality, the incorporation of standards in domestic law, and judicial control of compliance with the norms of the System.
The information provided as a response to the questionnaire will be analyzed and considered in preparing Chapter IV.A of the IACHR’s Annual Report for 2013. The information should be sent before October 1, 2013.
