Time plan
The evaluation of ILGA’s strategic plan should start around 15th May and a report should be submitted by the end of June 2013.
The production of ILGA’s new strategic plan should take place by the end of September 2013.

Bid
The bid should contain a description of how a) the review and b) the production of the new plan would be carried out, a time plan, estimated number of hours required and cost per hour. Please also specify the consultant(s) to be involved and include their
CVs.

Deadline

Terms of Reference for Evaluating ILGA’s strategic plan (2011-2013) and for facilitating the production of ILGA’s new Strategic Plan

Background
ILGA, the International Lesbian, Gay, Bisexual, Transgender and Intersex Association, is a global membership based organization, legally registered in Belgium. ILGA’s vision is of a world where human rights are respected and everyone can live in equality and
freedom; a world that is enriched by the diversity of sexual orientations, gender identities and gender expressions.

ILGA was founded in 1978 and has more than 1000 members from all continents.

ILGA’s mission is:
1. To act globally and regionally as a voice for the rights of those who face discrimination on the grounds of sexual orientation, gender identity and gender expression
2. To promote equality and freedom through lobbying, advocacy, communication and education in international and regional institutions, governments, media and civil society
3. To facilitate cooperation and solidarity among ILGA regions and members
4. To provide leadership to human rights organisations, including our members, in promoting and protecting human rights
For the period 2011-2013 ILGA has operated according to its strategic plan, which was produced by its board in consultation with members and approved by ILGA’s membership at the XXV World Conference in Sao Paulo, Brazil in December 2010. The
strategic plan, which has guided the production of annual operational plans, will come to an end in December 2013. The board of ILGA is now seeking to procure a consultant to a) undertake a review of the current strategic plan and b) produce a new strategic plan for the next three to five years.

1 Aim
The aim of the assessment of the current strategic plan is to track the accomplishments ILGA has achieved in the period 2011-13 and to establish the foundation for the production of a new multi-year strategic plan, including the improvement of ILGA’s
current LFA matrix and results chain (output, outcome, impact) and the identification of targets that will help tracking success/impact against it.
2 The assignment
The assignment includes

1 a) analyzing ILGA’s present strategic plan and LFA matrix and evaluate the achievements on the basis of the annual reports, operational plans, board reports to the world conference, the annual reports on state sponsored homophobia and other
publications published since 2011. The evaluation should include input received from the six regional boards.
b) making comments and suggestion for improving the new plan produced by the board; producing a new LFA matrix and results chain; identifying targets for the new strategic period. In addition to this, the consultant shall submit recommendations in respect of improvements to the strategies and advocacy methods of ILGA.

2.1. Mapping and documentation
2.1.1. Organisational structure
The following areas shall be analysed: ILGA’s strategic plan 2011-13, including vision, mission statement and goals.

3 Analysis and assessment
The consultant shall analyse and assess to what degree the work of ILGA has been reflective of the 2011-13 Strategic Plan.
This analysis should highlight ILGA’s main achievements, identify what the gaps are in relation to the 2011-13 strategy and point to the main challenges ahead. This assessment will be used by the board for the drafting of the new strategic plan.
The consultant shall review the new plan, produce a new LFA matrix and results chain, and identify targets for the new strategic period.
3.1 Recommendations
The assignment shall result in:
a) a report that includes the assessment, the recommendations and an action plan in respect of the above-mentioned points.
b) a report that includes a list of suggestions to improve, fine-tune, modify the new strategic plan;
c) a new LFA matrix and results chain, and set of targets for the new strategic period.

4 Performance of the assignment
The person responsible for the assignment shall be a consultant whose services have been procured by ILGA. The consultant shall have the support of contact persons at ILGA.

  • The person should have a university degree
  • Have knowledge of human rights
  • Have five years of experience in evaluating projects
  • Have experience with the LFA and target setting
  • Have a well-known professional trajectory in methods and technics of evaluation
  • High capability in analyzing data
  • High capability in translate complex data into written reports
  • Experience in analyzing LGBTI, gender and human rights issues
  • Experience in analyzing LGBTI projects
  • Knowledge of UN processes and sexual orientation and gender identity policies
  • Good knowledge of English and Spanish

5 Method
This includes a discussion on pros, cons and delimitation of the chosen method. The consultant may want to consult (over the phone or by email) with staff and board members. The consultant is not expected to travel to ILGA’s regions or meetings
outside of Brussels.

6 Time schedule
The evaluation of ILGA’s strategic plan should start at around 15th May and a report should be submitted by the end of June 2013.

The board shall produce a draft new strategic plan between July and the first week of September. The consultant shall provide their report on the new plan including the LFA matrix and the set of targets by 20th September 2013. The board will adopt the new plan at their board meeting at the end of September.

7 Contacts with ILGA and reports
7.1 Contacts with ILGA
In order to ensure that the report constitutes a good basis for improvement to the greatest extent possible, the following contacts shall take place with ILGA:
– when the first review of available material has been made, the scope of the analysis shall be discussed with ILGA in order to determine what is reasonable within the given time frame and where the focus should lie;
– before the final report is submitted, a draft report shall be presented to ILGA.
7.2 Reporting routines
The assessment shall be presented in a written report and submitted to ILGA in electronic form. With the aim of making it possible to comment on any factual errors and misunderstandings, a preliminary draft final report shall be submitted to ILGA by 7th June. ILGA will provide their comments to the draft report not later than 15th June. The final report shall be submitted to ILGA no later than two weeks after ILGA have submitted their comments and points of view. The report should result in clear
recommendations that are prioritised in order of importance. The report on the new strategic plan, the LFA matrix and set of indicators should be submitted by 20th September.
7.3 Format and disposition of the final report
The disposition of the reports shall mainly follow the terms of reference, point 3. They shall be written in English and not exceed 20 pages, excluding appendices. They shall include a discussion on the chosen method and depart from the following headings:
– Observations – Analysis – Conclusions – Recommendations
ILGA shall also have access to the report in electronic form. One copy should be sent to [email protected]
7.4 Presentation/debriefing
As part of the assignment, the consultant could be asked to make presentations of the final results. This could be done by telephone or internet, if a presentation to the board is not possible.

8 Other aspects
At the request of ILGA, the consultant shall make herself/himself available for discussions of recommendations and conclusions.
9 Specification of requirements
1. Tenderers shall specify the leader of the assignment
2. Tenderers shall specify the total cost of the assignment, in the form of an hourly
fee for each category of personnel and any other reimbursable costs for the part of the
assignment carried out in Brussels. A weekly fee for each category of personnel and
any other reimbursable costs for the part of the assignment carried out abroad shall also
be specified. All types of costs shall be given in EUR, excluding VAT.
3. Tenderers shall submit a time schedule for the assignment.
