ILGALAC celebrates assignment of historic special rapporteur on LGBTI Rights by the ICHR

The Interamerican Commission on Human Rights (ICHR) has assigned Commissioner Tracy Robinson as Rapporteur on the Human Rights of Lesbians, Gays, Bisexuals, Trans and Intersex (LGBTI) for the Americas. Commissioner Robinson also will have the job of Rapporteur on the Rights of Women.

With the assignment of Commissioner Tracy Robinson, the new Rapporteur on LGBTI Rights formally begins its work beginning in the month of February, a move of utmost importance for the whole region that affirms the commitment taken by the ICHR on the rights of sexual diversity and gender identity and expression in our communities.

Tracy Robinson is a citizen of Jamaica, graduate in Law from the University of the West Indies, and she was elected as Commissioner by the 41st General Assembly of the OAS in June 2011. She has worked as a consultant for international organizations like the United Nations Fund for Women and UNICEF and advised governments of the Caribbean on issues related to legislation on gender and childhood, among other issues. She has also served as editor of the magazine Law of the Caribbean and has written and published reports on issues such as gender, rights of LGBTI persons, sexual harassment, sex work and the law and law on children.

The International Association of Lesbians, Gays, Bisexuals, Trans and Intersex for Latin America and the Caribbean (ILGALAC) recognizes the work of the ICHR, of its LGBT Unit, and celebrates especially the recent assignment of Rapporteur on the Rights of LGBTI Persons, which, without a doubt, will contribute to the rehabilitation and strengthening of the citizenship of lesbian, gay, bisexual, trans and intersex persons and respect for human rights without discrimination of any kind.

On this momentous news, Pedro Paradiso Sottile, Gay Regional Secretary of ILGALAC, stated: “From our Association we are celebrating the assignment of Commissioner Tracy Robinson to the post of Rapporteur on the Rights of LGBTI Persons, because with her appointment the CIHR ratifies the historic commitment that it made to work against attacks committed by States against rights of citizens on the basis of sexual orientation, gender identity and expression. We wish Commissioner Robinson a successful term of office and renew our commitment to continue contributing to the work of the ICHR and especially to the initiatives of the new and historic Rapporteur.”


Background

In recent years, the Interamerican Commission on Human Rights (ICHR) has repeatedly and continuously informed on reports received with respect to different forms of violence and discrimination that people face in the Americas, whether it be for their sexual orientation or their gender identity or expression, real or perceived.

In response to this worrisome situation, the ICHR created in November 2011 the Unit for the Rights of LGBTI Persons, with the purpose of doing something about these violations of human rights. One of the most important initiatives of the unit was the creation of the new Rapporteur on the Rights of LGBTI Persons in November 2013 with the goal of specialized attention to the work of the ICHR on the issue of the promotion and protection of the rights of LGBTI persons in the Americas.
