Community Led Crisis Response Systems: A Handbook Based on the Experience of the Avahan India AIDS Initiative

This new handbook, Community Led Crisis Response Systems is based on the experience of the Avahan India AIDS Initiative , supported by the Bill & Melinda Gates Foundation, with grassroots nongovernmental organizations working with female sex workers, men who have sex with men, transgender people, and people who inject drugs. It shows how HIV prevention interventions can help key populations to organize, identify sources of violence, and plan and implement systems to address it.

In a crisis response system, trained teams of key population members respond rapidly and in person to incidents of violence against other key population members. They provide hands-on practical and emotional support to resolve issues. They also work to ensure that the legal rights of the affected person are respected and that his/her health needs are looked after.

Crisis response helps create an enabling environment in which key populations feel safe and confident enough to access HIV services and change high-risk behaviors. Crisis response can also make key population members who are active as outreach workers or educators in HIV prevention programs safer from harassment or arrest by police.

This handbook is an important tool for any program wishing to provide a comprehensive package of HIV prevention interventions. It offers program managers and key population leaders practical, operational guidance in setting up and managing a community led crisis response system.
