Once a country's report has been reviewed in the frame of the Universal Periodic review at the Human Rights Council, the State reviewed has to indicate which are the recommendations it accepts or rejects. This stage also provides the only opportunity for NGOs to speak during the whole UPR process. Only NGOs with ECOSOC status are allowed to do so.
