Vacancy: COC Project Officer

COC seeks to appoint a committed and innovative individual to fill the position of Project Officer for its regional programme on Advancing Sexual Diversity, Health and Rights in 10 countries in Southern Africa, which is implemented in partnership with ARASA, HIVOS and Positive Vibes. The COC project officer will be employed by and housed at OUT LGBT Well-being in Pretoria, South Africa. Application closing date: 3 February 2013

Established in 1946, COC Netherlands is the Dutch LGBT movement and an international LGBT human rights organisation. COC has been working in the field of international cooperation for many years and through a range of activities has supported organisations in empowering themselves and their membership to become stronger voices in society, advocating for equal rights in all areas including health, well-being and education. COC is largely bound by its ‘inside out’ vision, which stipulates that COC considers itself an outsider to the emancipation process of others. COC facilitates, stimulates, mentors, guides, finances and connects partners and aligns their efforts with those of other stakeholders including governments, civil society and the community as a whole.

COC seeks to appoint a committed and innovative individual to fill the position of Project Officer for its regional programme on Advancing Sexual Diversity, Health and Rights in 10 countries in Southern Africa, which is implemented in partnership with ARASA, HIVOS and Positive Vibes. The programme runs till September 2015 and is made possible by the support of the Embassy of the Kingdom of the Netherlands. Within this broader program, COC focuses specifically on building the capacity of in-country partners to implement LGBTI health services, and to guide, support and monitor the implementation of LGBTI health services at selected sites in the region.

The Project Officer is a mid-level position and will report to the Programme Manager for Southern Africa based in Pretoria. The COC project officer will be employed by and housed at OUT LGBT Well-being in Pretoria, South Africa.

Key areas of responsibility will include:

1. Working closely and in a complimentary fashion with the COC Programme Manager for Southern Africa, the team at OUT involved in implementing OUTs regional programmatic hub function and external ad hoc consultants, trainers and researchers, to implement the regional programme activities for which COC is responsible which include:

  • provide technical advice on development and implementation of community based needs assessment by local in-country partners,
  • training on evidence informed and plan based health promotion for LGBTI,
  • build the capacity of project teams in regional training workshops to deliver health services,
  • facilitate the development of annual implementation plans of in-country partners and
  • guide and monitor programme implementation at country sites and consult with local stakeholders

3. Facilitating and co-ordinating cross organisational learning and information exchange between in-country partners

The ideal candidate will have an honours or masters degree in public health, health promotion, behaviour change communication, human rights, development or any other appropriate degree. Appropriate experience may be considered in place of a degree. In addition, the candidate will have at least two years of experience in advising and supporting partner organisations in the development and implementation of evidence based and plan-informed health promotion interventions and will have an advanced understanding of the linkages between HIV/AIDS, health and well-being and human rights in the SADC region. Previous experience in working with key populations including the LGBTI community in the region would be an advantage.

The ideal candidate has experience in training, mentoring and coaching on improving quality of health promotion interventions, donor relations, and strategy and proposal development. Occasional travel in the region might be required. Computer literacy in MS Office Suite is essential. Excellent verbal and written communication, attention to detail, and analytical skills are required. The candidate must have excellent interpersonal skills. Sensitivity, flexibility, tolerance, a sense of humour and ability to work both independently and as part of a team are important personal qualities. Fluency in English is a prerequisite and knowledge of Portuguese is desirable.

COC in collaboration with OUT offers an attractive remuneration package, commensurate with experience. This position is offered on a one-year contract, the renewal of which is dependent on performance and funding.
