SOMOSGAY and the Ministry of Interior signed an agreement, on Monday 22 March 2010, based on their willingness to collaborate in relevant activities to the eradication of all forms of discrimination against gay and transgender people, contributing to the breakdown of attitudes,values and practices that violate the rights of these people and contributing to the construction of a Paraguayan society free of homophobia and discrimination.

The act that was met at the premises of the Interior Ministry, was attended by Deputy Minister for Political Affairs, Elvio Segovia, Somosgay director, Simon Cazal, director of Human Rights, Ministry of Interior, Diana Vargas, Commissioners John Sanabria, Alberto Vera of the human rights department of the National Police and Dr. Jorge Galeano UNAIDS theme group.The signed document is aimed at the dismantling of attitudes, values and practices that violate the human rights, and give effect to the articles of the National Constitution and international treaties signed and ratified by the Paraguayan State, particularly those that refine non-discrimination on sexual orientation and thus guarantee the full exercise of the rights which are often violated by factors of social exclusion. For the coordination of actions under this Convention envisages active participation of the National Police, the Directorate of Human Rights, in turn involve anticipating the implementation of the Human Rights Department of the National Police.

Deputy Minister for Political Affairs, Elvio Segovia said, “for the Ministry of Interior, since the opening of the new government’s political process that began on 15 August 2008, it is clear that security is a political good, is universal and must be equal, this implies that the universality of good security should be ensured to all and all citizens and to achieve better living conditions to be developed in accordance with its references or guidance”.

The Deputy Minister said: “For whatever may be the reason for the discrimination of human beings in this country and anywhere in the world, should force us to rethink the correct orientation, at which point the National Police is making a major effort to achieve institutionaldue attention to all citizens.” “The Ministry of Interior hopes to have the support and assistance of civil society organizations to constitute the expectation to achieve full citizenship. For us it means a significant event and signing this agreement, we hope to implement that will really overcome discrimination for all groups that are vulnerable rights in our country” he concluded.

For its part, the director of SOMOSGAY, Simon Cazal said, “what we hope is that history that we live from now on talk of a police force that protects all citizens, and that the Interior Ministry responds to safeguard country’s internal security within the framework of the Universal Declaration of Human Rights and from then on that principle, all actions that we carry on, be crowned with a Paraguayan society is less discriminatory and that all Paraguayans us more happy ” . This intent was signed an Agreement of Cooperation Agency which aims to establish the framework in which sustainability will intend to have both institutions, for the purpose of carrying out activities that allow the consolidation of participatory democracy and full observance of human rights without distinction based on sexual orientation and / or gender identity.

Occasionally in the 2010/2012 period will be conducted workshops for police cadets and police activity to realize the effects of a working model for the coordinated implementation of the objectives of this agreement may execute these activities in coordination with other partner organizations of SOMOSGAY.

SOMOSGAY consolidated with this Convention, its vision of community organization whose main purpose is to defend and promote freedom of sexual orientation, and specifically, the right to freedom of sexual orientation of lesbians, gays, bisexuals and transgenders and also work together in responding to the HIV, AIDS, the other STIs (sexually transmitted infections), and work on the rights of PLWHA (people living with the HIV virus and AIDS).
